    For some time Miama, Florida's 'Street Smarts' hasn't been 'out there'.

    There's a rumors of startups in Jacksonville and Gainesville of streetpapers in the developing stages. The problem of seeing them come to full deployment lies in lack of follow through that's common when the participants are having to scrape to survive.
